Award Reporting

The DRA Main Street 1.0, 2.0 and SELF reporting application is now open! Please check your email (including your junk mail folder) for the February 26, 2021 email from DRA that includes instructions and information necessary to file your report. If you cannot find the e-mail contact DRA at MSRF@dra.nh.gov or SELF@dra.nh.gov or contact the DRA Call Center at 603-230-5000 option 0.

Awards made with the funds that GOFERR has managed for New Hampshire from the CARES Act generally require a final report at the end of the award period after December 30, 2020. This is necessary so that the state can demonstrate that it used the CARES Act funds in an allowable manner. Many award programs were based on projected losses or expenses due to COVID-19. Alternatively, some recipients received awards to enable them to provide goods or services to respond to COVID-19.  The final report will require you to provide actual data on losses or expenses or to demonstrate that you provided the services or goods to respond to COVID-19.

Reporting Timelines & Contact Information

GOFERR will notify recipients or sub-awardees, via email, of awards that need to be reported to GOFERR.  The GOFERR award programs that must be reported to GOFERR, with the due date, are listed in this List and in a Table in the FAQs.

A separate final report must be filed no later than the deadline set for each GOFERR COVID-19 Grant Award received.  For GOFERR programs, there will be a final report template that can be accessed via the Reporting Portal that will be added here as soon as it is available. All reports must be submitted through the online reporting portal. Paper or hard copy reports will not be accepted.

Report for Expanded or New Program will be available in late December.

Prior to accessing the online reporting portal, it is recommended that you review the FAQs.

When completing your online report, you should SAVE your report frequently by scrolling to the bottom of the report page and click the SAVE button or your work will be lost.

You will need the following in order to submit your report through the GOFERR portal:

NOTE:  For Main Street Relief Fund 1.0 and 2.0 and SELF, no vendor # is required for DRA.

  • Application registration number (supplied in e-mail);
  • State Vendor Number (supplied in e-mail) - GOFERR only, not DRA
  • Federal Taxpayer Identification Number and type;
  • Principal NH office address;
  • Primary and alternate contact information;
  • Actual calendar year 2019 total gross receipts (for awards on revenue loss);
  • Actual calendar year 2020 total gross receipts (for awards on revenue loss);
  • All COVID-19 assistance – grants and/or loans – received or expected to be received from all sources, since March 1, 2020 (e.g day, the initial round of MSRF, GAP Fund, Healthcare, Childcare, Paycheck Protection Program, and Emergency Injury Disaster Loan/advance amounts); and
  • Any documents that you want GOFERR to consider regarding why your projections were different than your actual reported losses or expenses.    

Failure to timely submit the required report may result in recoupment of the award by the State.

Recoupment & Appeal Process

Recoupment

If recoupment is required, the recipient will be notified by e-mail. If the e-mail is returned as undeliverable, written notice will be mailed to the recipient via the United States Postal Service.  The recipient has an opportunity to appeal as follows:

Appeal Process

ANY APPEALS OF NOTICES OF RECOUPMENT FROM PROGRAMS ADMINISTERED BY OTHER STATE AGENCIES (SUCH AS DRA, DOE, OR DHHS) MUST BE SUBMITTED TO THE AGENCY THAT SENT THE NOTICE ACCORDING TO ITS INSTRUCTIONS.

  1. For failure to file or if an audit or review of the report determines that recoupment is justified for any reason, the recipient will receive notice of the initial determination stating the reason for the finding and the amount to be recouped. Recipients will have 15 calendar days from the date of the initial notice of recoupment to submit any information contesting the initial recoupment notice.

    Reasons to contest the recoupment notice finding are limited to the following:

    • If the finding is that the required report was not filed, evidence that the report was filed or is attached to the appeal.
    • If the finding is that the award exceeded 100% of the recipient’s COVID-19-related losses, evidence that the audit finding is based on an error in calculation; or
    • If the finding is based on fraud or intentional misrepresentation of projected losses or expenses, evidence supporting that the audit finding is erroneous, or that the recipient’s projected losses or expenses were reasonable.
  2. Evidence shall be submitted in writing electronically to “RecoupmentAppeal@goferr.nh.gov”, accompanied by a document signed under penalty of perjury that the evidence submitted is true and accurate.
  3. The appeal will be determined based on the written submission and documents in GOFERR’s possession. No hearing will be held.
  4. If an appeal is filed, the recipient will receive notice of final determination. Payment is due 15 days after the date of the final determination of the appeal.
  5. Payment of any recoupment amount is due within 15 calendar days after initial notice.
