About the Program

The Governor has authorized the allocation of $2 million from the state’s CARES Act Coronavirus Relief Funds to assist charitable organizations supporting New Hampshire veterans that have lost revenue as a result of COVID-19 during the time period of 3/1/20-12/30/20.

Description

Charitable organizations supporting New Hampshire veterans have experienced lost revenue as a result of the COVID-19 pandemic, which has limited these entities’ ability to undertake their usual fundraising and service providing efforts. Through this program, charitable organizations supporting New Hampshire veterans may apply to receive partial revenue replacement from CARES Act flex funds.

Purpose

Funds made available through the CARES Act have been designated to assist 501(c)(3) charities that provide support to New Hampshire veterans and that have lost revenue as a result of COVID-19 during the time period of 3/1/20-12/30/20.

Applications will only be accepted by charitable organizations that meet the eligibility criteria. Individual Veterans in need of financial assistance to access services are not eligible for funds through this Fund Program. The funds are intended to assist charities supporting veterans that have incurred losses as a result of COVID-19—funds are not meant to be distributed directly to individuals in need of services.

Definitions

For the purposes of this Grant “Veteran” is defined in very broad terms. A “Veteran” is defined as a person who served in the military, naval, or air service, and who was discharged or released. This definition includes any military branch and all components. It does not take into consideration length of service, nature of service (e.g., combat Veteran) or discharge status. The applicant may have a narrower definition of “Veteran”.

A “charitable organization supporting veterans” is a 501(c)(3) nonprofit entity that has been in operation since at least May 29, 2019, and that dedicates a minimum of 60% of its resources to serving New Hampshire veterans.  

How to Submit an Appeal

The appeal deadline is Thursday, December 31, 2020.

Grant Amounts

The NH Charities for Veterans Relief Program grant amount is calculated according to the following formula:

Step 1. Find Anticipated Loss

= actual calendar year 2019 total gross receipts minus projected calendar year 2020 total gross receipts

Step 2. Subtract Federal/other relief funds to find Adjusted Loss

Subtract all COVID-19 assistance received from non-GOFERR sources

Step 3. Pro-Rated Calculation

Multiply Adjusted Loss from Step 2 by 90%

Step 4. Grant Amount

Subtract COVID-19 assistance from GOFERR funding sources (e.g., the Nonprofit Emergency Relief Fund) from the Pro-Rated Calculated Amount
