Information on the Pregnant and Parenting Residential Treatment Investment Program.

Residential treatment for pregnant and parenting persons provides a family-centered treatment approach to support sustained recovery, community reintegration, and intact parent-child relationships.  The purpose of this program is to provide relief for residential treatment programs serving pregnant and parenting persons with SUD and co-occurring mental illness(es), as well as support for services these entities provide to the children of those receiving treatment. GOFERR will provide support to entities that already provide these services or would be able to do so after receiving an award. This competitive award program will provide up to $1,000,000 for infrastructure investments or operating expenses that help increase service capacity or cover operating budget shortfalls as a result of the COVID-19 pandemic.

Eligible awardees must be New Hampshire facilities that:

  1. Provide, or will provide, treatment in a residential setting for pregnant or parenting persons with SUD and co-occurring mental illness(es), that do not require limited or full medical withdrawal management; and
  2. Provide supportive services to children of the residents receiving treatment
    1. Such services may include:
      1. Tutoring
      2. Transportation to/from school
      3. Childcare
      4. School enrollment assistance

The application must be completed and submitted, electronically, via MS Forms by Wednesday, April 19, 2023, at 04:00 PM.

How to Submit an Appeal

Applicants will receive notice of the initial determination and amount of award, if any. They will then have 15 business days from the date of the initial notice to contest the determination.

Reasons to contest eligibility and/or award determinations are limited to the following:

  • If the determination was based on eligibility, provide an explanation and evidence to substantiate your claim about why your business is eligible for the program.
  • If you are contesting the calculation of the award, provide an explanation and evidence supporting that the calculation of the award, based on the information submitted in the application, is in error.
  • NOTE: If the error was in the applicant’s submission, only scriveners or obvious typographical errors can be corrected.
  • GOFERR’s determination regarding allowability of expenses and adequacy of documentation are final and are not subject to appeal.

The appeal request and evidence shall be submitted in writing electronically to “Appeals@goferr.nh.gov.” The appeal will be determined based on the written submission and documents in GOFERR’s possession. No hearing will be held. Applicants will receive a notice of the determination on the appeal. No further appeal is allowed.
